Understanding your bill

Our natural gas rates may appear in one of 4 categories on your monthly bill:

  • Incorporated (within the city limits of Magnolia) - Residential or Commercial

2020 Environs and Magnolia rate reviews

The Railroad Commission of Texas (RRC) set the new rates for Environs, effective January 2021, while Magnolia's rates were set by the RRC and the City of Magnolia, effective October 14, 2020, also starting with the January 2021 bill.

These rate reviews aimed to ensure safe and reliable natural gas delivery. As part of this rate review filing, the different companies that work together to provide your natural gas service – all owned by EPCOR – were combined as one. Combining them helps customers, lowering the pipeline delivery portion of the cost by $3.41 (per Mcf), helping to offset increases to other operating costs.

The cost of purchasing natural gas is separate from the delivery cost and fluctuates monthly. You'll see these changes reflected on your bill on a monthly basis.

2022 Ad Valorem tax

The Ad Valorem tax is an adjustment to customers’ bills to recover EPCOR’s annual property taxes.

Ad Valorem Taxes are property taxes, a type of locally assessed tax that depends on the value of the property being taxed. Each year, they provide funding to local services in Texas such as public schools, libraries, playgrounds, streets and roads, police, fire and emergency medical services.

This year, the tax adjustment will be billed from July to November to help mitigate cost. Spreading the amount over five months helps EPCOR customers. Customers will see an average monthly bill change.

The amount has increased due to the Alamo pipeline merger and the EPCOR office building in Magnolia.

The increase amounts to $0.4016 per ccf. EPCOR collects the tax and then submits it to government agencies without a markup.
