Payment arrangements

We understand that sometimes circumstances in life occur that are out of your control—but we're here to help. At EPCOR, we are not turning off your service right now and if you haven't paid your bill, your account has been placed on hold. However, you are still responsible for your bill, even if you have fallen behind. If you are a customer struggling during this time, please call our Customer Care team—they are available 24/7—at 1-800-383-0834 or email us at mywater@epcor.com. Our team will be happy to assist you and find a payment plan or arrangement that is right for you.

You can also set up a payment arrangement for up to 3 months online by logging into your
EPCOR account.

Steps to setting up a payment arrangement

  • Each month you will need to pay your monthly payment arrangement installment plus any current charges.
  • You can pay your past due balance in full at any time to end your payment arrangement by phone.
  • Call 1-800-383-0834 to use our interactive voice response system and pay your bill with a valid credit card.

Assistance programs

As part of your community, we understand that every dollar counts. You may be eligible for a discount on your monthly EPCOR bill if you're in an eligible district and meet the program criteria.

Low income program

Eligibility criteria

  • The credit is available to all EPCOR territories in Arizona that service water or wastewater except Rio Verde Water and Wastewater and Luke 303 Wastewater.
  • You must be a residential customer or must reside in housing in a homeowner association, apartment complex or mobile home park.
  • Your annual income does not exceed 200% U.S. Federal Poverty Guidelines for the year for water.
  • Your annual income does not exceed 150% U.S. Federal Poverty Guidelines for the year for wastewater.

If you meet these eligibility guidelines, and there is space in the program, you'll receive up to $10.00 off your monthly bill.

Arizona deployed service member programs

If you're an EPCOR customer and you're away from home protecting our country's freedoms, we want to help give you some extra peace of mind at home. Active-duty service members who are away from their homes serving the United States, and who meet the program's eligibility requirements, may have their monthly wastewater and/or water bill(s) waived while on deployment. You can be enrolled in both programs at once. Once you return home after your deployment is over, your bill for service will resume.

If you meet these eligibility guidelines, and there is space in the program, your bill will be waived.

Eligibility criteria

To be eligible for either program you must meet the qualifying criteria:

  • Active duty in a branch of the United States military
  • On temporary deployment away from the residence
  • The residence is unoccupied
  • Receive residential wastewater and/or water service from one of EPCOR's districts or service territories

Apply for the program

There are no forms to fill out. To receive the credit, we need to see a copy of your redacted deployment orders. We don't need to know where you are going, just how long you will be gone. You can visit one of our local offices below or send your redacted deployment orders by email to mywater@epcor.com.

EPCOR does not keep a copy of your deployment orders on file once your eligibility has been verified.

Disabled veterans assistance

EPCOR is pleased to offer a program to assist disabled American veterans with a $10 credit on their monthly water bill. The credit is available in all of EPCOR territories that service water except Rio Verde.

If you are a documented disabled veteran with any level of service-related disability—and an authorized signer on an EPCOR account—you may sign up for this benefit. If you meet these eligibility guidelines, and there is space in the program, you'll receive up to $10.00 off your monthly bill. Your $10 credit will appear on the first monthly water bill after you sign up. And if you're already receiving EPCOR's Low Income Assistance, you can continue to receive that along with the new monthly credit.

There are no forms to fill out to participate in Disable Veterans Assistance, but we'll need documentation of your disabled status. The easiest way to do this is bring a Veteran's Health Identification Card (VHIC) to an EPCOR office. The VHIC is a new form of identification for veterans, first issued by the Veterans Administration in November 2017. See the example below.

You may also scan and email a copy of your VHIC to us at mywater@epcor.com.

If you don’t have a VHIC, or are not able to get one, a copy of your redacted benefit summary document may also be used to sign up for Disabled Veterans Assistance. Please call EPCOR Customer Care at 1-800-383-0834 with any questions you may have, and we'll be happy to help you.

Arizona wastewater district

Customers who meet the low income eligibility requirements may be able to get $10 off their monthly bill.

Eligibility criteria

To apply for the program you must meet the qualifying criteria:

  • Annual income does not exceed $18,210 for a single-person household ($24,690 for two-person households). For more information on the Federal Poverty Guidelines please visit www.aspe.hhs.gov.
  • Receive residential wastewater service from EPCOR in the wastewater consolidation district.

Application process

We're looking at the best timing for the community partners who administer this program on our behalf and expect it to be no earlier than late spring or early summer. Customers must reapply each calendar year.
