Removing grass can have a positive difference on a customer’s bill and on Arizona’s most critical resource, water.

With the support of the Water Infrastructure Finance Authority of Arizona (WIFA), EPCOR is offering credits to Maricopa County customers who remove water-thirsty grass and replace it with desert-friendly landscaping. Eligible customers will receive $3 per square foot, appearing as a one-time credit on their water bill.

How to apply

Before making any landscaping changes:

  1. Take digital pictures of the existing landscaping that will be removed or replaced with a smartphone or similar device. Measure the amount of grass that will be removed in square feet.
  2. Submit an application using the form below.
  3. Once you've submitted the application, email your pictures to mywater@epcor.com using the same email address you provided in the application form.
  4. EPCOR will review all applications and notify customers if they are pre-approved within 10 business days.

After pre-approval:

  1. Complete the landscaping changes. Keep ALL receipts.
  2. Take pictures of your new landscaping and send them with a digital copy of your receipts to mywater@epcor.com.
  3. EPCOR’s Conservation and Customer Care teams will review to confirm the changes match the original application that was submitted. Once verified, customers will see the one-time credit on their next monthly water bill.

Customers who removed grass as part of landscaping changes at their home or business between January 1, 2024, and October 15, 2024, can also apply to receive credit. Simply follow the process above, attaching your images and receipts when you submit your application. Landscaping changes completed after October 15, 2024, must be pre-approved to be eligible to receive credit.

Terms and conditions
  1. EPCOR has no responsibility for and does not authorize or warrant any particular landscaping work performed on the property that is the subject of this Application. EPCOR’s role is limited to reviewing the Application and determining whether to issue a bill credit.
  2. EPCOR recommends that Customer/Applicant hire a reputable contractor to perform the landscaping work and obtain appropriate liability and property insurance in relation thereto.
  3. Customer/Applicant is solely responsible for completing and paying for all landscaping work, selecting and hiring one or more contractors to perform the landscaping work, and obtaining any liability and property insurance Customer/Applicant deems necessary.
  4. EPCOR has no responsibility for ensuring a contractor’s performance and will not become involved in any disputes between Customer/Applicant and a contractor.
  5. Customer/Applicant is solely responsible to obtain all permits, licenses, or authorizations required from government authorities or any applicable community (homeowners or condominium) association prior to completing any landscaping work
  6. Customer/Applicant is the current owner of the property that is the subject of this Application. EPCOR’s acceptance and/or approval of this Application does not serve as a verification that Customer/Applicant owns the subject property.
  7. The submission of this Application does not guarantee that Customer/Applicant will receive a bill credit. EPCOR retains sole discretion regarding approval of applications and issuance of bill credits and will generally administer all grant funds on a “first received, first served” basis until funds are depleted or termination of the grant program, whichever occurs earlier.
  8. EPCOR expressly disclaims all responsibility or liability to Customer/Applicant or any third party for the actions of Customer/Applicant or any third party acting at the direction or on behalf of Customer/Applicant resulting in death, bodily injury, property damages, or any other losses resulting in any way from the submission of this Application or any landscaping work performed on the property that is the subject of this Application.
  9. All information submitted in this Application is true and accurate. EPCOR reserves the right to rescind any approvals or credits (even after posting to Customer/Applicant’s account) in the event this Application contains false or inaccurate information.
