In Alberta, we have what's referred to as a deregulated electricity and gas market, which means that you have the freedom to choose an energy retailer for your utilities.
Those who do not have a contract with a competitive retailer are automatically placed on the Rate of Last Resort (RoLR), formerly known as the Regulated Rate Option (RRO).
The RoLR replaces the fluctuating month-to-month RRO rate. It’s designed to give households stability, but it’s also considered a default or “last resort” rate. For some Albertans, EPCOR Energy Alberta is the RoLR energy supply provider and the rate they receive is based on the fixed rate that has been reviewed and approved by the Alberta Utilities Commission. The average RoLR from January 1, 2025 until December 31, 2026 is 12.03 cents/kWh.
Many Albertans are unaware that they have options to switch to a competitive plan that could offer more benefits, like lower rates and additional perks.
We’re glad you asked! EPCOR offers consumers two utility service options: Encor (the competitive rate option) and EPCOR Energy Alberta (the Rate of Last Resort provider or RoLR). Although both energy retailers are part of the same parent company, Encor provides both fixed and floating rates (variable rates) for electricity and natural gas with plans that you’re not locked into and that you can cancel anytime without penalty. Plus Encor customers who want to reduce their carbon footprint can choose to add a 15-100% renewable electricity option to their energy plan.
While the RoLR provides regulated electricity supply, customers in Alberta have additional choices when it comes to their energy plans. These choices allow customers to explore competitive offers from retailers like Encor, where they can tailor their plan to meet their home or business's specific needs.
