Electric franchise agreement and fee application for AUC approval

Notice of application to be filed for approval to renew the electric franchise agreement between the City of Edmonton and EPCOR Distribution & Transmission Inc.

Application summary 

The Alberta Utilities Commission (AUC) expects to receive an application from EPCOR Distribution & Transmission Inc. to renew its franchise agreement with the City of Edmonton, following the submission deadline indicated below.

The franchise agreement will, subject to approval, continue to allow EPCOR Distribution & Transmission Inc. the exclusive right to deliver electricity to the residents of City of Edmonton for an initial term of 10 years withan option for two subsequent five-year terms from the effective date of the franchise agreement. 

The current franchise fee is set by escalating the prior year’s franchise revenue by inflation and a growth factor of approximately 1.5%. On January 1, 2025, the franchise fee will escalate to an equivalent of approximately 15.3% of distribution tariff revenue. On March 17, 2025 the franchise fee percentage will increase from an equivalent of 15.3% to 17.65%. The average monthly franchise fee for an average residential customer is forecast to increase to approximately $7.78 in 2025 from $6.66 in 2024.The total franchise fee is calculated based on a percentage of distribution tariff revenue. An average residential customer uses about 7,200 kilowatt hours per year.
