The 99 Avenue sanitary sewer conveys wastewater from west Edmonton to the Gold Bar Wastewater Treatment Plant. The sewer is approximately 30 metres deep and services approximately 117,000 customers. Inspections have identified the existing trunk varies from fair to very poor condition and requires rehabilitation between 142 Street and 151 Street to ensure it continues to meet the current needs and growth for west Edmonton.

This project has been broken down into two stages:

Stage One: New Sewer Construction - Along 99 Avenue, north on 148 Street and east on 101 Avenue (completed)
Stage Two: Rehabilitation of 99 Avenue Sanitary Trunk - Along 99 Avenue, from 142 Street to 151 Street

Project overview

The existing 99 Avenue sanitary trunk line that services over 100,000 customers needs to be replaced. This project will be completed in 2 stages, starting in July 2020 and we estimate the project will be finished by the end of 2024. In Stage 1, we are building a new tunnel along 99 Avenue, north on 148 Street and east on 101 Avenue. In Stage 2, we'll rehabilitate the existing tunnel on 99 Avenue. Once our work in done, both tunnels will be in service, increasing capacity in the trunk network.

About the 99 Avenue sanitary sewer

As seen by the map below, the 99 Avenue sanitary sewer moves wastewater from west Edmonton to the Gold Bar Wastewater Treatment Plant. The sewer is approximately 30 metres deep and services about 117,000 customers. For this project, the sewer needs rehabilitation between 142 Street and 151 Street.

This trunk line was built in 1975 and inspections have shown the existing trunk varies from fair to very poor condition. The existing trunk needs rehabilitation to ensure it continues to meet the current needs and growth for west Edmonton.

Stage 1

The first stage of this project is the construction of the new bypass tunnel started in July 2020 and is anticipated to be complete by the end 2022.

During this first stage of this project, we'll be working at 6 different locations. Find out more about each work location and the impacts to you.

Stage 2

The second stage of the project is the rehabilitation of the existing line and is scheduled to occur in 2022-2024. We're currently in the design phase for this part of the project.

Upon completion of the new construction (Stage 1) and the rehabilitation (Stage 2), both tunnels will be in service, which in turn will increase capacity of the trunk network.

This project will be completed in 2 stages; work started in July 2020 on Stage 1 and we estimate the entire project will be finished by the end of 2024.

The ﬁrst stage of this project utilized 6 different work locations. Stage One work began in July 2020 and is now complete.

The second stage of the project is now underway and is anticipated to be completed in 2024.

Causes of possible schedule delays

While we always do our best to plan construction and abide by construction timelines communicated to the public, unexpected events can potentially occur which may delay the schedule. Some of these factors are:

Ground conditions and boulders: Geotechnical investigations have been completed along the alignment and we anticipate that the ground conditions are favourable for tunneling. However, there is a risk the TBM could encounter harder soil or boulders, which could slow down progress.
Extreme weather: Extreme weather including severe cold, heavy rains, high winds and lighting make working unsafe. During these conditions, the site will be shut down.

Project locations

During the first stage of this project, we'll be working at 6 different locations, as noted in the map above. In the summer of 2020, we started work at locations #1 and #2, followed by #3 in the fall.

Please note, all timelines are estimates and may change based on construction progress at the first 2 locations.

Traffic & pedestrian impacts

A full road closure will remain in effect on 99 Avenue between 150 Street and 151 Street, east of the alley way, during Stage Two construction.

The temporary sidewalk will be removed and the permanent sidewalks will be reopened to the public.

Haul route

The haul route for this location is as follows:

Trucks will enter and exit the worksite from 142 Street and continue north-south.
Other Trucks will enter on 99 Avenue from 156 Street and will exit the worksite on 99 Avenue onto 149 Street.

Estimated timeline: Fall 2023 to end of Summer 2024

Traffic impacts

A single lane along Summit Drive will be closed to use as a laydown area for the pipe segments used in the relining work. Parking restrictions adjacent to the site will be in effect during construction.

Residents may experience intermittent road closures as materials and equipment are brought to and from site.

Pedestrian impacts

The worksite for the construction of the working shaft will encompass a portion of the green space east of 142 Street and will be closed to the public for the duration of the Stage Two construction. EPCOR has worked with the City to temporarily relocate memorial benches located within the worksite.

Access to MacKinnon Ravine from the worksite location will be closed. Pedestrians and cyclists will be detoured west of 142 Street for access to the trail system.

What to expect during construction

To try to understand and reduce the construction impacts to the public, we've met with the Grovenor Community League, the Crestwood Community League, the West Jasper Place Community League, the Candy Cane Lane Committee, St. Andrew's Church and several other organizations that will be impacted by the work.

While we complete this work, you can expect to see activity that's typical to construction, including company/ contractor vehicles and equipment in your neighbourhood.

You can expect to see activity that is typical to construction, including company/ contractor vehicles and equipment. The contractor may use a combination of excavators, loaders, skid steers, cranes, and tandem trucks, as well as other equipment.
The construction area will be fenced/restricted.

Work will create typical noise associated with construction.
Heavy trucks will be moving through residential streets.

Safety is our first priority. All work areas will be fenced off and secured and flagging personnel will be used where necessary.

Work may be delayed due to extreme weather, such as lightning, cold temperatures, and wind. Updates will be provided if original timelines are adjusted.

During shaft construction and manhole work (all worksites), typical hours of work will be Monday to Saturday, 7:00 a.m. to 7:00 p.m. If required, these hours may be adjusted or extended, and construction may occur on Sundays from 9:00 a.m. to 5:00 p.m.

Vehicles related to construction may be parked on the road near the construction sites. No parking signs may also be placed in certain areas.

Detours will be created for any sidewalk / pedestrian crossing closures.

Lighting structures will be placed low within the worksite to minimize light from spilling outside the worksite.

The Haul Route is the system of roads between a worksite and the nearest major intersection that construction vehicles will take when entering and exiting the worksite.
During this work, you'll see heavy traffic along the haul routes.

151 Street South Sanitary Trunk Rehabilitation Project

The 151 Street South Sanitary Trunk Rehabilitation Project is another project planned in the area to rehabilitate the existing trunk line. We have identified several sections of the trunk that need to be rehabilitated.

Inspections of the existing trunk line along 151 Street have been completed. Assessments are currently underway to determine the scope of work for the project.
