Stormwater Intensity Adjustment Program

This is an opportunity for commercial and multi-family residential (zoned RM or RL) customers in Edmonton to receive a credit on their monthly stormwater utility bill.

The Stormwater Intensity Adjustment Program (SIAP) is an opportunity to receive a reduction to monthly stormwater charges. This reduction in stormwater charges is applied by an adjustment to the development intensity factor to a value less than 1.0.

To be eligible, you need to apply under the EPCOR Wastewater Service Bylaw demonstrating that you contribute significantly less stormwater discharge runoff to EPCOR’s stormwater systems during rainfalls than similarly zoned properties. 

Program eligibility

The SIAP is open to any commercial or multi-family residential (zoned RM or RL) property owners in Edmonton that can demonstrate they contribute significantly less stormwater than other properties within their land zone class. Eligible customers must accept the SIAP Terms and Conditions. Visit the City of Edmonton's website for the Zoning Bylaw and Zoning Map

Eligible site conditions

  • Properties with large portions of permeable areas, which can significantly reduce stormwater runoff to the stormwater system relative to the standard runoff for similarly zoned properties.  
  • Properties with on-lot stormwater management, which can result in reduced runoff during storm events.  Acceptable on-lot stormwater management facilities include:
    • Roof storage
    • Manholes, catch basins and storm lines 
    • Low Impact Development (e.g. storage tanks, bioretention basins, rain gardens, permeable pavements, soil cells, soakaway pits, absorbent landscaping, box planters, etc.)
    • Parking lot storage 
    • Dry ponds 
    • Super pipe 
    • Wet ponds 

Apply for a stormwater intensity adjustment

To apply for the program, you need to submit the following to EWSstormwater@epcor.com

  • A completed application form
  • A completed template relevant to the type of application. 
  • Any related drawings and/or reports as identified in the respective templates.

Application process 

  • If your application is approved, you must accept the SIAP Terms and Conditions.
  • A one-time non-refundable application fee will be added to your next monthly utility bill as set out under Schedule 1 of the EPCOR Wastewater Services Bylaw.
  • Once the application is approved and the Terms and Conditions are accepted, EPCOR will apply the reduced Development Intensity Factor to each subsequent monthly stormwater charge.
  • You must advise EPCOR if there is a change in stormwater runoff characteristics on your property that may affect your approved stormwater intensity adjustment. Email us at EWSstormwater@epcor.com.

What is the Stormwater Utility?

The Stormwater Utility is responsible for the collection, quality enhancement, and disposal of stormwater and snow melt that runs off our streets and properties into the stormwater system. It includes construction and maintenance of storm sewers, as well as other stormwater management and quality enhancement facilities. 

How is the Stormwater charge calculated?

In accordance with the EPCOR Wastewater Services Bylaw, the monthly stormwater charge is calculated using the following formula: A x I x R x Rate, where:

  • A: Area
    The area of the property in square metres (m2), and the proportion of the building lot area attributable to each unit for multiple units sharing a single building of property. 
  • I: Development Intensity Factor
    The measure of the portion of lot being used for its intended development. The development intensity factor is 1.0 as default, except for properties where commercial and multi-family residential (zoned RM or RL) property owners demonstrate they contribute significantly less stormwater runoff per property area to the city's land drainage system during rainfalls than other similarly zoned properties.
  • R: Run-off coefficient
    Represents the portion of rainfall that becomes runoff and enters the stormwater system. The runoff coefficient relates to the portion of permeable and impermeable areas within your property and is determined based on the zoning.
  • Rate: The stormwater utility rate
    The rate as of April 1, 2024 is $0.070139.
Is there a renewal process?

No. The stormwater intensity adjustment does not expire, so there is no renewal process.

Can the SIAP be terminated?

EPCOR may terminate the SIAP at any time if the Customer is in breach of the eligibility criteria or if the Customer has not provided notification of changes to the property that would result in a change to the runoff. The Customer may also terminate the SIAP.

What if the property is sold to a new owner?

The Customer must inform EPCOR in the event that the property ownership has changed. In situations where property ownership has changed, the existing SIAP approval is no longer valid and a new application must be submitted by the new property owner.
