Castle Downs substation

EPCOR is responsible for building, maintaining and upgrading the electric transmission and distribution system in Edmonton. Part of this system includes substations, which convert electricity from higher voltage power lines (transmission lines) to lower voltages that can be safely distributed to homes and businesses in the area.

Due to ongoing upgrades in the Glenora neighbourhood, the substation located at 10322 – 135 Street is no longer needed and EPCOR will be preparing the property for sale.

EPCOR values community input as part of proactive project planning for the removal of equipment at the substation. Businesses and residents in the area were invited to complete a survey in May, 2023. Survey results can be found in the summer project notice below.

Originally, this project was expected to begin this summer, the project is now delayed until spring 2024. Prior to work starting, EPCOR will provide advance notice to the community.

Building addition

In July 2023, we provided information on plans to construct a new building within the Castle Downs Substation. The new building is required to contain electrical equipment, including new switchgear. Since July, the dimensions of the building have changed and will now be approximately 20 metres by 5 metres.

On October 23, 2023, EPCOR filed its facilities application (28545-A001) with the Alberta Utilities Commission for the proposed building addition at the Castle Downs Substation. If approved, construction is scheduled to begin in April 2024 and will take approximately eight months to complete.

Fence addition

To improve security around the Castle Downs Substation, we are planning to expand the fence on the east side of the substation site along the property line (see map in dark blue). The fence will be expanded approximately 30 by 90 metres and is planned to be built using chain link or similar material.

Hours of work

The typical hours of construction will be 7:30 a.m. to 5:00 p.m. Monday to Friday. These timelines are an estimate and may change based on weather and construction condition.

Work space

All work areas will take place within the substation property.

Noise

We will comply with the City of Edmonton’s Community Standards Bylaw for Noise Control. If it is necessary to temporarily exceed acceptable noise levels, we will work with the City of Edmonton to obtain the necessary permits.

Equipment and vehicles on site

These projects will require a variety of vehicles and equipment within the Castle Downs Substation, including cranes, hydrovac trucks, mini trenchers, drilling rigs, delivery and hauling trucks and EPCOR vehicles.

Power outages

Power outages are not required to complete these projects.

Safety

All work areas will be maintained in a safe and secure manner. All construction activities will be performed in accordance with the City of Edmonton’s bylaws, Occupational Health and Safety requirements and EPCOR’s strict health, safety and environmental procedures and guidelines.
